The gallery I bought this (and it's companion sketches) from had it listed it as a commercial cel but I've never been able to find anything remotely like it. It seems more likely it was used as either promotional art (like for a product or storybook) or was pre-production. Regardless of where exactly it comes from I absolutely adore it and am thrilled to have it in my collection.
